Youth custody healthcare mobilisation
We mobilised the contract for a healthcare provider taking over integrated healthcare at a secure training centre for children and young people.
The challenge
The outgoing provider had not progressed its action plan from the Care Quality Commission’s inspections, specialist cover was ending before go-live, the controlled drugs licence was not yet granted, and every transferring member of staff needed vetting through the Youth Custody Service, all before a fixed go-live of 1 May 2025.
What we did
We provided the mobilisation manager and leads for projects, commercial work, HR and finance. The work covered:
- Readiness and risk: every milestone tracked by area and status, and 28 risks scored, owned and reviewed
- Safe medicines from day one: interim patient-level plans and an emergency medicines protocol while the licence was pending
- People: the staff transfer, consultation, recruitment, and a fix for vetting delays traced to the outgoing provider’s checks
- Contracts and premises: subcontracts, support contracts, equipment, uniforms, IT and a refurbishment case for the commissioner
The result
The service transferred on 1 May 2025, and within 12 days 23 of the 28 mobilisation risks had closed.
