Electronic monitoring capture planning
Client Type: UK Public Services Provider
Sector: Police, Justice & Immigration
Value: £200m
The challenge
Electronic monitoring tracks people on court bail, community orders, licences and immigration conditions, through a monitoring centre, a contact centre and a field service. The Ministry of Justice re-procured it through competitive dialogue after criticism of failed technology platforms and of the service’s inability to show its outcomes. The provider held no current monitoring contract, and had to build a credible case before the procurement began.
What our Solutions Director did
The capture planning set the ground for the bid. The work covered:
- Customer and market analysis: the customer’s challenges and needs, from proving monitoring works to cutting manual data entry, its stakeholders across justice and immigration, and an assessment of each likely competitor against those challenges
- A win strategy in four themes: the capabilities the provider already held, how it would stand out, why it was a trusted partner, and the added value it would bring, each backed by proof points
- A solution vision built on three themes: orders enacted at the right time, tasks right first time through unique identifiers for every case, and the right conversation with every person wearing a device
- An early service definition across six lenses: people, process, technology, data and information, management, and assets, each set out as day one, new requirement and added value, with the current technology kept as a fallback through transition
- An outline organisation, engagement model and transition approach: a monitoring centre, contact centre and stakeholder team, a defined escalation route and feedback model, and the old service run alongside the new while functions moved across in stages
The result
The provider won the contract, worth £200m.
