Bid and solution lead for community rehabilitation in Wales
We led the bid and the solution for a Welsh employability and rehabilitation provider bidding to run HM Prison and Probation Service’s Community Rehabilitation Service in Gwent and South Wales, a lot worth £38.4m to £50.3m. Our Solutions Director led the bid and designed the whole solution with the client’s operations team.
The challenge
The service combined community links, housing support, jobs and skills support and money management in a single contract for men in custody and after release, across prisons at Cardiff, Swansea and Parc and the communities around them. Our client needed to pass a selection stage, commit its partners and build a full operating model in a few weeks.
What we did
We set up the bid, designed the solution with the client’s operations team and led the writing, from the selection questionnaire to the tender. The work covered:
- A bid structure and rhythm: clear owners for each part of the solution, twice-weekly stand-ups, a weekly operational model session, and partner workshare and letters of intent confirmed in the first days
- The selection answers: the client’s UK and Australian evidence drawn into one account, from 75% of young people on a prison pilot moving into work or training to £4.64 of social benefit for every £1 invested
- The tender solution: a delivery model tested by red team review, a stakeholder role for governors and probation, specialist advisers for housing, employment and money, and hub-and-spoke estates
- Continuity and improvement: every route into and out of the service mapped with its owner, and improvement through user feedback, pilots and root-cause analysis of drop-offs
