Solution concept for asylum accommodation centres
Our Solutions Director led the solution design for a UK public services provider responding to the Home Office’s plan for a national portfolio of asylum accommodation centres, with capacity for up to around 8,000 people.
The challenge
Under its New Plan for Immigration, the Home Office set out to contract for centres where people would live and receive support for up to six months while their asylum claims were processed. The partner would find, build or renovate the sites, then run them, with security, welfare, catering, facilities management, transport and wraparound healthcare, safeguarding and education. The opportunity joined a property and construction programme to the operation of a residential service.
What our Solutions Director did
Our Solutions Director led the design at concept stage. The work covered:
- An enterprise operating model for the whole service: leadership, core operations, applications and support, with every capability from site identification and construction to asylum claim support marked as delivered by the provider or a partner
- A service user journey: from arrival and registration, through orientation and advice on the asylum process, to a decision, with the facility designed to put claim processing first and to separate people awaiting a decision from those with a positive one
- A national structure and a regional site model: a site director in each of six regions, and a 500-bed site model kept lean for a population free to move around the site, with residential and escort roles removed
- Four facility options: from a single national facility to regional centres, each separating women, men and families, alongside an assessment of where sites could come from
- A partnering approach: subcontracts for property, facilities maintenance, asylum support and healthcare under a central partnership manager, and an assessment of voluntary sector partners for advice and welfare
